County assemblies

Amends articles 99 and 193 of the Constitution and sections 24 and 25 of the Elections Act to disqualify a county governor, and a person who has held office as a county governor within the five years immediately preceding the date of election, from election to the Senate or a county assembly.

Consolidates the law relating to conduct of a referendum and establishes procedures for constitutional, county and other referenda, including pre-referendum processes, questions and notices, referendum committees, voting thresholds, declaration and certification of results, petitions, offences, regulations and consequential amendments.

Creates a legal framework for the conduct of public participation; identifies responsible authorities; outlines general and specific guidelines; requires notification, reasonable time, access to the process and documents, and facilitation; provides for public participation by Parliament; protects protected information and requires compliance with the Data Protection Act.

Provides for the conduct of public participation; gives effect to the constitutional principle of participation of the people; requires responsible authorities to facilitate public participation, give notice, allow submissions and reasonable time, process responses, facilitate access to processes and documents, and develop specific guidelines.
