Parliament

The Bill establishes clear timelines for making statutory instruments, requires annual reporting to Parliament on compliance and outstanding instruments, empowers Parliament to direct completion of outstanding instruments, and requires outstanding statutory instruments to be made within eighteen months of the coming into force of the Act.

Amends the Statutory Instruments Act to provide timelines within which statutory instruments shall be made; makes failure to make an instrument an offence; and permits any person to petition Parliament and submit a draft statutory instrument for consideration.

Creates a legal framework for the conduct of public participation; identifies responsible authorities; outlines general and specific guidelines; requires notification, reasonable time, access to the process and documents, and facilitation; provides for public participation by Parliament; protects protected information and requires compliance with the Data Protection Act.
